In case of purchase at the lowest rate within their power of delegation,  the supply order after concurrence of Department Purchase Committee may be placed by the Investigator In-charge concerned without referring the case to Stores Purchase Committee of the AIIMS.  In case of sufficient competition is not available (Received or technically approved less than three offers) the lowest offer will be placed by the Investigator concerned for the concurrence/approval of the Stores Purchase committee of the AIIMS.
