The following is the composition of the Technical Specification & Evaluation Committee (TSEC) for any equipment/ goods or servics to be purchased as per AIIMS Purchase Manual- 2018 (Chepter-4, Clause No- 4.3) as under:
- Up to Rs.10 Lakhs: It will be constituted by the HoD concerned on case to case basis, where at least 3 faculty members of same discipline will be the members.
- More than Rs. 10 Lakhs up to Rs.1.0 Crore:
- Head of the department/ Senior faculty member (To be nominated by the Chief of Centres/ MS of Hospital.
- Medical Superintendent or his nominee.
- Head of department of related discipline
- End user Faculty
- Officer In-charge (Stores) of concerned Department Member Secretary
- Rs. 1.0 Crore & More:
- Head of the department / Sr. Faculty Member (To be nominated by the Chief of Centres/ MS of Hospital.
- Medical Superintendent
- Head of the department of related discipline
- End user faculty member
- Two external Experts to be nominated by the Director (related to discipline)
- One nominee of DGHS
- Officer In-charge, (Stores) of concerned Dept.- Member Secretary
This specification committee will also evaluate the tender and make comparative statements which will be signed by the Accounts Officer concerned and sent to Stores Officer
