Formation of departmental technical specification & evaluation committee

The following is the composition of the Technical Specification & Evaluation Committee (TSEC) for any equipment/ goods or servics to be purchased as per AIIMS Purchase Manual- 2018 (Chepter-4, Clause No- 4.3) as under:

  1. Up to Rs.10 Lakhs: It will be constituted by the HoD concerned on case to case basis, where at least 3 faculty members of same discipline will be the members.
  2. More than Rs. 10 Lakhs up to Rs.1.0 Crore:
    1. Head of the department/ Senior faculty member (To be nominated by the Chief of Centres/ MS of Hospital.
    2. Medical Superintendent or his nominee.
    3. Head of department of related discipline
    4. End user Faculty
    5. Officer In-charge (Stores) of concerned Department Member Secretary
  3. Rs. 1.0 Crore & More:
    1. Head of the department / Sr. Faculty Member (To be nominated by the Chief of Centres/ MS of Hospital.
    2. Medical Superintendent
    3. Head of the department of related discipline
    4. End user faculty member
    5. Two external Experts to be nominated by the Director (related to discipline)
    6. One nominee of DGHS
    7. Officer In-charge, (Stores) of concerned Dept.- Member Secretary

This specification committee will also evaluate the tender and make comparative statements which will be signed by the Accounts Officer concerned and sent to Stores Officer
