Facilities and entitlements of contractual research staff
  1. Grant of Leave:  A research staff can leave station, only with sanctioned leave or, prior permission of the officer to whom he reports. The Project Investigator (PI) is the authority to sanction/ recommend all  types of leave. The provisions of the leave rules are briefly described in the following paragraphs:
    1. Casual/Earned Leave: A project employee can avail a total of 30 days leave per annum (Pro-rated @ 2.5 days per month of completed service) from the date of joining. The leave record will be forwarded by the project investigator to the research section.  This leave cannot be accumulated or encashed.
    2. Extraordinary Leave: A project employee can be sanctioned extraordinary leave (without pay) when no other kind of leave is admissible or when the employee specifically applies for it. The duration of extraordinary leave on any occasion is sanctioned only on the recommendation of the PI.
    3. Maternity Leave: All female employees are entitled to avail maternity leave for a period of 180 days on full pay. No extension will be normally granted.  If applied for extension of such leave will be treated as EOL without pay.Miscarriage /abortion Leave: A maximum of 45 days will be admissible. Application should be supported by a certificate from a registered allopathic medical practitioner.
    4. Paternity Leave: A male employee with less than two surviving children may be granted paternity leave for a period of 15 days during the confinement of his wife before or, up to six months from the date of delivery of the child.  If such leave is not availed of within this period, it is treated as lapsed.  Paternity leave can be combined with any other kind of leave.
    5. Academic Leave: A project employee can avail up to 7 days academic leave per year for accepted poster/platform presentation in national/ international conference/ symposium, only on the recommendation of PI.
  2. Leave encashment: The contractual project staff are not entitled for encashment of leave
  3. Leave Travel concession: Contractual project staff are not covered under the leave travel concession scheme.
  4. Provident Fund: Contractual project staff are not covered under the General Provident Fund/Contributory Provident Fund-cum-Gratuity Scheme/New Pension Scheme. They are engaged for a short duration in the project and against the post sanctioned by the funding agency.
  5. Employees Health Scheme (EHS): No medical facility or financial assistance is being provided by the funding agencies to the project employees.  However, as per prevailing practice, the Employees Health Scheme (EHS) facility is allowed to all research personnel along with their immediate family members i.e. spouse & children.   This facility is also allowed to Young Scientists, individual fellows like RAs, SRFs, JRFs etc. A monthly contribution for EHS is deducted from the emoluments of the staff member as per the table provided below. If a research staff does not want to avail EHS facility, a request has to be sent to research section through proper channel.
    Monthly contribution for availing EHS facility:

  6. Allotment of Institute Residential Accommodation: Contractual project staff are not entitled for institute residential accommodation.
  7. Service benefits: After completion of services in a research project, if the person gets appointed in a subsequent project, past service of the project staff will not be counted for any service benefits such as seniority, leave, fixation of pay etc. at the time of next contractual appointment in other project.
    All contractual appointments under the research projects are treated as fresh appointments.
  8. Retirement benefits: Contractual project staff are not entitled for any retirement benefits as they are appointed for a short period against the post sanctioned by the extramural funding agency without any liability.
  9. Permission to Research staff for attending scientific conferences/ symposia/ seminars/ workshops/training in India and abroad etc.:
    The research project staff is permitted to attend scientific conferences/ symposia/ seminars/ workshops/training in India and abroad related to his/her research project as per guidelines which are at Annexure-VIII. Travel entitlements are as per GOI rules.

    1. Recommendation for attending any of the above must be given by PI.
    2. Funding for attending national and international conference can be obtained by project staff from any of the following sources with permission of PI.
      1. Project/fellowship funds – if there is such a provision already sanctioned by the funding agency in the project/fellowship.
      2. Extramural travel funding from ICMR/DST/DBT/Conference organizers etc.
      3. AIIMS Endowment Fund (for attending international conferences only).
    3. Administrative approval/permission will be granted as per guidelines/rules of Research Section, AIIMS.
    4. However, for those JRF/SRF who are registered for PhD in AIIMS, they should send their request for permission to Academic Section and a separate request may be sent to Research Section for sanction of TA/DA, registration fee from their fellowship or research project.
    5. The research staff may be permitted for training/fellowship in India and abroad for a maximum period of three months. However, in exceptional circumstances, on the recommendation of the project investigator, the same may be extended for a maximum period of six months.  No research staff will be permitted for training/fellowship abroad for more than a maximum period of six months during the entire period of his/her appointment/duration of the research projects.
  10. Permission for pursuing higher education: The research staff should obtain permission from the research section, AIIMS to pursue higher education as and when required. The request should be recommended & forwarded by the project investigator concerned.
  11. Representations: Whenever a project employee wishes to put forth any claim, or seeks redressal of any perceived grievance or of any wrong done to him, he/she must put his/her case for consideration to the competent authority of the research section.
